I would like to confirm the very same issue on OpenOffice 2.0.3 / Debian 
testing. I have two additional comments: 

First, according to my testing, the .EPS is broken only if you export to 
grayscale. Exporting in color gives the correct white. So this might be a 
helpful work-around. 

Second, I would like to mention that this issue is actually more serious than 
it might seem on first sight. Visually (on the screen) the substituted color 
#FEFEFE is not distinguishable. However, it might become pretty visible (and 
unpleasant) once you go to the printing office, print some large document 
(let's say 200 pages) in gray white and discover after that, that the 
background of your charts looks grayish and/or dotted. This happened to me 
today for six copies of such a document. So I recommend either disabling the 
gray-white export function completely until a fix is found or inserting some 
warning message and increasing the priority of the bug.
