Suppose I have Configured default path as "C:\OO\Data" then OO should start
from it's default location on every restart.

Now I have opned a file from location "c:\temp" worked on it and saved it again
on the same location. After this if I try to open another file, then OO will go
directly to last used location i.e. "c:\temp". Technically it is correct, but
if I closed all open instances of OO, restart OO, then it should load the
default configuration and goes directly to default location "c:\OO\data", but
OO is not behaving like this.

OO remembers the last used folder and goes to that location insted of it's
configured default location even after restart of OO.

In this I have taken care that on closing of OO, it is not open in background.
for this I have closed the system try icon also and disabled the Startup
running of OO.

This problem should be solved immediately.
