I don't belive that 15/10/2006 in OOo reconize this date as July 2006 the 15th
because it must be October but...
The Formular property expect a date in american notation. So the first try
results in a correct value, your second try is an invalid date (the 15th month
does not exists in gregorian calendar).
If you like to set the date in you local date environment just try the property
"FormulaLocal". A value of "15/10/2006 23:59" results in 15th Oct. 2006
