Note that literal strings like "di" (the LongDateDaySeparator in this case) in
number format codes have to be enquoted, otherwise the code would be interpreted
and for example display 4i here (D==day and "i")

As Belgium uses the ISO 8601 week numbering, MinimalDaysInFirstWeek is 4 instead
of 1.
