AFAIK, the ODF specification states that svg:width and svg:height are optional
for draw:frame elements.
When defining a formula as an embedded object, OOo handles it correctly even
if svg:width and svg:height are omitted. However, when the formula is defined
inline (a thing that OOo does not do by default, but correct by the specs), an
empty object is displayed when the file is opened, and it resizes and
displayed correctly only when it is double-clicked.
