I suppose it's the OOo Windows workspace, not the CWS in OOo development slang, right? I thought to force the working directory to the OOo binary directory (e.g. <OOo dir>/program) since this is the only one that must be there throughout the OOo run time, but then I couldn't devise a method to retrieve it from inside a win32 abstraction layer module (e.g. what OOo function to call). May be I can help ?
