The dependency problem is in solenv/inc/tg_config: only the
registry/data/res/{alllangiso} files depend on localize.sdf, but not the files
in merge/.
This results in new files in the registry/data/res/{alllangiso} tree, but with
the same content as before (due to the outdated files in merge/).
I would be surprised if this bug did not already lead to problems in officecfg.
Workaround: remove the directory {platform}/misc/updchk.
