standard OOo 1.1.x does not use CUPS for printing; however debian did a backport
of the CUPS code which is part of 2.0. I don't know whether Fedora did something
similar. You can discern this by looking at the print queues presented to you in
the print dialog; if the names of your system queues are sorrounded by <>
brackets, then you are not using CUPS (which is the case in stock OOo 1.1.x);
also you would see a "Generic Printer". If this is the case, then you can change
the default paper size by starting the spadmin program in your OOo installation
 and change the default printer's properties to use A4.

If you are using CUPS with 1.1.x then it is likely that the backport you are
using has problems (most probably since it was done from not yet mature code).

BTW: all this is only true if you started from an empty document. Page size is
an attribute of documents and templates, so if you started a document using a
template, the Letter format may also have come from there; the document format
always takes precedence.
