At least on the machines here in work this behaviour doesn't work.... Always 
the paper defined is A4, even if the printer default is setting to letter, 
tabloid, etc.

I've even reformated one machine, reinstall windows 2000 (in this case), 
install OOo, install the language pack (spanish), configure the printer 
to "letter", reboot just to be sure, and start writer with no template (just do 
an start -> Programs -> OpenOffice 2.0 -> OpenOffice.org Writer).

So i can think of 2 posibilities:
#1: The default Template for OOo explicitally asks for A4, overriding the 
printer setting, which is rather anoying for people with locales other than 
us_US (???)
#2: The printer size detect routine is broken in the localization file.

I didn't test on a full clean install of the default installation of OOo 
(english) so i can't say if there's anything wrong on it.
