In the "broken" screenshot, OOo uses the Highcontrast (black) icon theme,
intended for dark background colors of the toolbar.
(on second look, it is a mix of different icon stlyes, since e.g. the
Help-button is not the SOS-ring in the default or Highcontrast theme)
You can force the standard theme (that goes well with light toolbar backgrounds)
in Tools|Options → OpenOffice.org → View
You might try whether you like the highcontrast theme besser in your dark style
(esp. for the left/right/center, etc. buttons)
