A fix for this issue was Incorporated in the Inst set via the patch 8 .
If A is dependent on B;
1) Any non-state change made in B should _NOT_ cause a mail to be sent for A.
2) Any state change made in B should send a mail for A - showing the state
change of B.
3) Any change in A, should not cause a mail to be sent for B
Stefan please verify if this issue has been fixed .
