When a toolbar is truncated so that some items are not shown, the hidden items
appear on the toolbar pop-up menu (">>"). This works well for simple button
items. However, toolbar items which employ a secondary drop-down/pop-up menu or
pallette are only partly functional when hidden, since the secondary menu cannot
be accessed from the toolbar pop-up menu. For toolbar items like Writer's
"Background Color" which require the secondary menu (the color picker in this
case), the item is completely unusable from the toolbar pop-up menu.

Steps to demonstrate:
1) File > New > Text Document
2) Make sure the formatting toolbar is visible, with the default layout: the
rightmost toolbar item should be the "Background Color" button.
3) Type some text
4) [optional] Verify normal operation: left-click the "Background Color" button:
the color picker pops up. Click a color: the paragraph background color changes
to that color and the color picker closes.
5) Drag the right window border to narrow the Writer window, until the
formatting toolbar becomes truncated and the "Background Color" button is 
hidden.
6) Try to use the "Background Color" item from the toolbar pop-up: activating
the "Background Color" item on the toolbar pop-up has no effect. Unless the
color picker dialog or pull-down is available, this item is not useful.

The same problem affects every toolbar item that has a secondary menu/pallette,
although most retain some partial function when hidden. E.g. when the
"Highlighting" button is hidden, it can still be activated, but it is not
possible to change the highlighting color.
