The behaviour is dur to historical reasons.
I also consider it to be "not what would have been wanted" but since it was
already functioning that way for some versions it was not changed because of the
effect that would have had to already existing douments/formulas that may rely
on that strange behaviour.
Also taking properly care of this when importing old documents may be possible
but is likely to be too much trouble.
The good news is that because of this there is already a workaround implemented,
you may just not have noticed it:
Just add an empty string "" to the beginning of the line. Lines starting with
strings are automatically adjustetd left whereas lines starting with formulas
will be centered.
Thus
"" a+b
will be a left aligned formula and
{} "This is a title"
a centered string.
To be honest there is a tiny bit of spacing between "" and a+b and
{} and "This is a title". The spacing defined by "Format/Spacing - Spacing"
(which defaults to 5% of the line height) gets applied. However since this value
is usually this small, that little bit of space is hardly to be noticed.
Thus I'll set this one to "won't fix".
If you still need this to be fixed you may reopen it and assign it to
