I see this consistently in Linux, using 2.0.{2,3,4rc3}, if I create a one-row 
table.

As soon as I click on the bottom table border, the row height shown in the
vertical ruler shrinks very small and I cannot adjust the row height. Well, I
can drag the bottom border upward, but it doesn't change the row height.

If I do anything to change the row height from the default, hit enter in the
table or change the height using the v-ruler, then the bottom border is 
draggable.
