Eric, there is no reason to differentiate between patches implementing
features/enhancements or defects in this early stage.
So the answer to your question is:
The initial handling should make sure that an issue of type PATCH is assigned to
a project member that will drive the review. This procedure is the same for all
issues of type PATCH. This means that neither the owner "requirements" nor a
target "OOo Later" is appropriate.
