Motivations
With current implementation, a Calc function
=CELL(“filename"; a cell reference)
returns characters in a percent hexadecimal notation (%xx) instead of
Asian native characters. Nobody can use the returned value as a text.
Background
As designed by the UCB.
Possible Solutions
The Calc function CELL(“filename”; a cell reference) could return native
characters regardless of a type of scripts - Western, Asian, or others.
The UCB could be enhanced to accept native non-Western characters in a path
as well as current %xx notation and to return a path with native characters.
References
The function CELL of Excel Japanese version returns native characters that
users enter and find in the Explorer.
