Honestly this goes a bit wild for me. If you talk about cluttered UI or startup
performance this does not sound like an installation issue for me.
Enabling/Disabling Spellcheckers according to the installation locale is broken.
What will you provide with English ?
When and how to enable CJK is a completely different story. It does not make any
sense to try to solve that a installation time. To my mind this has to reley
exclusively on 1. user selection, 2. locale of OpenOffice
