Regarding a new mechanism. Since the purpose of templates actually is to provide style information, I'm not in favour of replacing a mechanism based on templates with some other. Instead, the maintainance of the templates itself should be improved. I don't think there are/should be language independent style information, so a single template should be sufficient. If there is language depenent content (text) in the template, then I recommend to maintain only different versions of the "content.xml" stream, and to merge it into the localized templates.
