This is no bug. Actully I would treat the old behaviour of the SO7 as a bug,
just because it looks inconsistent at least on Unix platforms.

This behaviour was introduced during early development of StarOffice8 with mav09
cws, when the new implementation of the embedded objects was integrated.
When somebody whants to insert an MS object based on the file, he should use
Windows system dialog.

It was decided to do it this way because when user inserts an embedded document
in OOo document, he whants to be able to edit it, and it makes no sence to
insert MSOLE object when it is possible to insert our own object based on the
document ( it is even not always possible to insert the MSOLE object on Unix
systems ). On the Windows system, where the MSOLE objects are supported, the
user can use system dialog to insert the MSOLE object based on the document.
