Nobody really knew what the line
#define WIN_HELP_INDEX 0x0003
in tools/win/inc/postwin.h:1.3 was good for, so there was reluctance to just
remove it... Anyway, yes, that might be the best fix after all (dropping the
line from postwin.h and reverting sfx2 from WIN_HELPINDEX to WIN_HELP_INDEX).
