It's not really a MetaCity issue but a gtk issue. gtk does not know a "rollup"
state but reports these windows as iconified (which is not that false since the
window probably is not mapped in that state). So we try to set the stylist to
iconified when restoring it and this succeeds; but since it is a transient
window it does not show up in the task list either. So the user can never pop
it up.
Fixed by not setting the iconified state on transient windows.
