FYI: You can place objects anywhere on the page, they are not confined to the
flowtext margin. Just anchor them to the page.

Please consider this: you want an image, the next person wants a transparent
text over every page (e.g. saying "Draft"). Basically there is no end to the
ways one could create such a "watermark" like feature. However how would the UI
look like for something like that ? In the applications we already have the UI
to design such "watermarks" as part of the document.

On the other as you say there may be uses for a limited version of this
"watermarking" like you describe. Let's see whether people vote for this.
