The rows indicated by Table properties > Text Flow > Repeat heading are automatically excluded from sorting. In what situation would you want to repeat rows, and include them in a sort? There is a usability issue in that it is easy to create a table that appears to have no header, yet still has repeated rows. That is, the default settings create a table with a header; using the toolbar button there is no other choice. If the user then wishes to "remove" the header from such a table, he may change the style of the first row to "Table contents", or simply delete the first row. In both cases, the table now appears to have no heading, yet still has "Repeat heading" set.
