AW: Overload GetLayer() and SetLayer() for FmFormObj to strictly ignore changes
and give back form layer ID. This will work when a page or model is set since
the Layer definitions (LayerManager) are located at the pages and at the model,
so there is something useful to return when a page or model is set.
AW: Fisrt step: Secure usage of the SdrObj:: local var nLayerId, it makes no
sense to use it locally when we wnat GetLayer() to override the value. nLayerId
-> mnLayerID...
