Hmm, yes, looks like ordinary builds do not include labels.ini at all...
1. labels.ini are packed into
util/target.pmk:CONFIG_SERVER_DOCLANG_TARGET = cfgsrvdoclang
cfgsrvdoclang.zip
2. this file is not used at all. Never.
