Tried user installation (the Administrator installation was not even selectable). Now I upgraded the DicOOo to 1.6.2 and it seems to work correctly. So I guess this shouldnt be a bug for new builds that will include DicOOo 1.6.x. In my first try I did restart OOo so that was not the problem, dictionaries were just not noticed by OOo.
