Yes, of course it would be possible the way you aim. But I do not think, that
this issue will be "fixed" (or better: the code will be changed) because it is
more a cosmetical matter than a real bug.
There are a lot filter issues which will have a much higher priority/severity
opn the product.
That was the reason (though I did not mention) why I closed the issue first 
time.
I mean, we could reassign this issue to development that it will be solved once,
but I can not grant a timeframe for being solved...

Reassigned to hbrinkm for solving in a future build. A Word/RTF document should
always have a section, because even if in Word no section break is defined,
content is located in "Section 1".
