This is permitted by my printer hardware and the printer drivers. These margins work fine in Writer (more about that later) but not in Draw. When I use margins of .25, the printer output is offset--the top margin is increased and so is the left margin (left becomes 1.1cm, top becomes .8cm). The right and bottom of the document get cut off at the limit of the printer hardware. I have tried portrait, landscape, different paper sizes, and different printers. Draw produces a flawed print each time. Using an earlier version (2.0.0) produces perfect output from Draw. Paper sizes tried: letter (8.5x11), Classic (8.5x5.5), and 3x5 index card. All produce the same results in Draw. When I export the Draw graphic to a file that can be embedded in Writer as a background image and set the same .25 inch margins, the Writer document prints perfectly with the right margins all the way around. The two printers tried: an HP laserjet 1200 series (shared from another machine), and a Konica Minolta magicolor 2400w (also shared from another machine). I was using the older version of OpenOffice until yesterday, and the printouts were fine from Draw. When I upgraded, it started to go wrong. I reconfirmed using a laptop that has 2.0.0 installed, and Draw printed fine from that machine to the HP laserjet mentioned above. I tested the HP printer itself using wordpad from the two different machines-- just setting the margins to zero and inserting a bunch of text to see which text printed and which would not. Both of these tests executed the same, and they both showed that the printer is capable of printing slightly smaller than .25 inch margins. Only Draw on version 2.0.4 has trouble. I upgraded the HP printer driver to see if that was an issue, and it did not change the results. I did the usual rebooting, etc. and no change. You can see the issue clearly if you create a new draw document, set the margins to .25 inch, and insert some rectangles at the corners of the margins, then print. You'll be able to measure the margins clearly when it comes out.
