I can't because there is MS LCID in NSIS language files.
But I can confirm that it does not work here on Windows 2003 server as well.

With this NSIS installer, I see everything translated but Next, Cancel etc.
But it is translated in Czech and I have also chosen Italian and it is
translated there as well...
Do you have any idea?
NSIS localization files looks correct to me.
