Open the attached test case.   
  
Note that the last two tables are on page 2, column 1, but there is plenty of  
space on page 1 in column 2.   
  
Try to make the tables sit on one page. I don't think it's possible without  
cutting them out from their current location (page 2) and pasting them onto  
page 1.   
  
Note the black line at the top of column 1, page 2. This implies a forced line  
break, but the paragraph properties don't show it.  
 
A related cosmetic bug: paragraph properties on a cell in a table does not 
allow setting page breaks (okay) so the controls are disabled (okay) except 
for the "type of break" drop down, which should be disabled as well. 
 
Might possibly be related to issue 13791 or issue 42230, but I'm not sure.
