If this is a bug fix CWS for OOE680 (for example) the CWS should be based on OOE680. True, RE will clone the CWS if necessary, but still, the CWS should always be targeted to the next release version it's intended to make. Historically the OOx680 series was only open for a few milestones, so we didn't care to much of a CWS was opened on SRC680 even if was meant for OOx680. This changed with OOE680, this time the release branch has been opened so early that I expect quite a number of milestones on it.
