You can change the desired inputenc for LaTeX, but there is no ui for this.
Short instruction: Find writer2latex.xml in your home directory (unix) or your
user profile (windows), and change the line
<option name="inputencoding" value="ascii" />
to
<option name="inputencoding" value="latin1" />
This will create a LaTeX file with latin1 encoding, and export german
characters directly.
