I tried everything I could think of to fix it before submitting this issue, including restarting the computer, but I did not try a cold boot. I did that this morning, after which I decided to insert the TOC again. It works correctly now. If I find the same thing happens in the next document (I have several that will need to be renumbered this way), I'll make a note of it in this issue and attach a couple of sample documents, with and without Heading1 changes.
