Well, I found the root cause by mere chance : if the TOC in OOo is created with
the option 'Protected against manual changes' checked in the 'Insert
Index/Table' dialog ('Index/Table' tab), if saved in Word format, the whole
document is protected in MS Word afterwards. And TOC hyperlinks are
disactivated.
The fix is to remove the protection in the 'Tools' menu in MS Word.
I let someone else evaluate if it remains a bug because in fact, the protection
should apply only on the TOC section and it should not disactivate the
hyperlinks for TOC.
But there is a fix at least.
