No, this is a different reason (really? I don't know). The problem is that
when a native program calls a cygwin program all the environment variables
are converted to upper case. Native dmake sets completelangiso_var and exports
it in scp2/macros/makefile.mk
macros.pl is used in cygwins perl and therefore converted to upper case.
I changed both occurences to upper case and committed this to vq13.
