2006 -------
I can confirm (using Fedora Linux 5):
2.0.2 (from Fedora core) -- correct
2.0.3 (from OO.org) -- reverts to "English" on load/save
2.0.4 (from OO.org) -- reverts to "English" on load/save

I created (using 2.0.2) a test document, defined and applied a custom style with
the language (Style/Font tab) set to "[None]" and saved the document.

The original style definition (using 2.0.2):

  <style:style style:name="_5f_lang_5f_none" style:display-name="_lang_none" 
   style:family="paragraph" style:parent-style-name="Standard"
   style:class="text">
     <style:text-properties fo:language="none" fo:country="none"/>
  </style:style>

After loading the same doc using 2.0.3 or 2.0.4, the style still showed "[None]"
as the language, but on re-saving the file, the copy on disk had reverted to the
default locale:

  <style:style style:name="_5f_lang_5f_none" style:display-name="_lang_none"
   style:family="paragraph" style:parent-style-name="Standard"
   style:class="text">
     <style:text-properties fo:language="en" fo:country="US"/>
  </style:style>
