I found this in packtools.mk:
.IF "$(USE_SHELL)"!="4nt"
RPM*=$(shell +-set i=`which rpm` && echo rpm`test -x $${{i}}build && echo
build`)
.ENDIF
This should be "$(GUI)"!="WNT". Even W32-tcsh doesn't use RPM.
