Let me explain: In Calc you can insert a link to external data. This can be a
web site (only http, not https).

You can use this to calculate the value of e.g. funds or stocks you own.
Everytime you update the link you will get the actual quotes and thus the actual
values in your formulas. (You can use "lookup" functions to get the stock/fund
name and find the quote, the value of a share).

So suppose you have a few web sites with info about the funds or stocks or
whatever you want to follow. 
When you are not looking to US sources only some of the sites will be using
American style number notation, some will not. Up to OOo 2.0.3 that worked for
me without problems, both types of numbers were recognized.

Now, OOo uses a different mechanism. As far as I understand that was introduced
because the "guess on import" mechanism did not work in all cases. 

The problem to mee seems the following: When I import a ".csv" file I can point
out per column what kind of data is in that column. When I use a link to a web
site, only my locale or my different setting in the preferences (tools, options
in M$-speak) is used.

In other words: when I use both URL's above to import data, one will fail. The
numbers on that site will be interpreted as text and your formulas will give "0"
or error as a result.

E.g. try to get the quote for Sun Microsystems:
http://finance.yahoo.com/q?s=SUNW
And the quote for the "Triodos Fare Share Fund"
http://triodos.nl/nl/personal_banking/investments/returns/?lang=

Use these quotes in some formula, e.g. to calculate the actual value of 73 
shares.

When I'm not mistaken, in OOo 2.0.4 one of them will fail always, because it is
using different number notation than the OOo setting.

Workaround: use the "value" function to force interpretation as a number for the
smallest amount of exceptions and set the default or locale to the same as the
largest amount of data you are using.

What I would like to see in a future release of OOo is that when you insert
links to external data (on the web in html format lik in this case) you can
point out what locale to use for the interpretation of numbers (dates and
whatever else might be difficult to guess). Just as you can point out when
importing ".csv" text files in a spreadsheet.

Of course this problem will be virtually non existing for someone living in the
US and exclusively using national sources of information. I'm afraid it is very
real to everone else in the rest of the world (like in the UK they use non-US
dates altough they use the same number notation).
