The steps to create the example file were:
New file, pasted text, applied "Heading 1", 2, 3 and "marginalia" to the
first
paragraphs.
 Apply outline numbering:
   Â Level 1: Heading 1
   Â Level 2: Heading 2
   Â Level 3: Heading 3
   Â Level 4: Marginalia
Saved the document. Closed writer; opened again and was working OK.
 Changed the Outline numbering:
   Â Level 1: (none)
   Â Level 2: (none)
   Â Level 3: (none)
   Â Level 4: (none)
Saved the document and opened OOo writer. Then go to Tools->Outline Numbering
and the structure displayed is:
   Â Level 1: Heading 3 (wrong!)
   Â Level 2: (none)
   Â Level 3: (none)
   Â Level 4: (none)
