Yeah, the error is that it is possible to assign a list style to a Heading
style, means, that you can have e.g. "Heading1" having a list style and being
part of the "Tools.Outline" assignment at the same time (as it happens in Step 1
of your description).
This will be prevented by the fix for issue 70223 (available in OO 2.1). If you
now assign a list style to a paragraph style listed in Tools.Outline, the style
will be removed from Outline.
