This Issue has been open since May 2006 and affects building rather than an
end-user environment, downgrading priority 1-> 3.
@'rburnes', could you please confirm that this is still an Issue when building
with CWS 'icuupgrade'. From Issue 60645 it seems this will be integrated in
OOo2.2.
