On Windows, ucbhelper/source/client/proxydecider.cxx:1.10 obtains the proxy
information from shell/source/backends/wininetbe/wininetbackend.cxx:1.5, which
in turn is made available to the configuration through
configmgr/source/platformbe/systemintegrationmanager.cxx:1.7. However, due to
the way the configuration is bootstrapped in the unopkg executable in
desktop/source/pkgchk/unopkg_misc.cxx:1.12 l. 353 ff, the
SystemIntegrationManager is never called in the unopkg executable.
Both the intent of the unopkg_misc.cxx code and its necessary adaption are
unclear to me; maybe jb can give some input.
