Having a CWS with module connectivity added.

In connectivity/source/drivers/hsqldb, there is an empty file "localize.sdf",
which is not checked in. (It is auto-generate in every build from some .src file
in the same directory, which does not contain any localizable content).

Doing a "cwsupdate -x connectivity" in the root of the CWS results in a console
output of
  ERROR: CvsModule::do_update(): CVS client returned error code '1'!
  The last 5 CVS messages leading up to the problem were:
  cvs server: Updating workben/iniParser
  cvs server: Updating workben/little
  cvs server: Updating workben/postgresql
  cvs server: Updating workben/skeleton
  cvs server: Updating workben/testmoz
   at /so/env/etools/cwsupdate.pl line 277
, and cwsupdate finishes unsuccessfully.

Simply removing connectivity/source/drivers/hsqldb/localize.sdf allows cwsupdate
to run successfully.

Since the localize.sdf is re-generated with every build (which deserves a
separate issue, probably, since the .src is effectively empty), this behavior is
pretty annoying: Everytime I try to update my CWS, I run into this bug the first
time, have to manually delete the localize.sdf, and re-run cwsupdate.
