from my point of view it would be sufficient to have the non-free part in the
original part of that library in the original tar ball and do not extract them
into OOo's source tree. mixing different (esp. free and non free licenses should
be fixed in the origin). I think it is not a good idea to modify third party tar
balls. 
An exclude statement makes it crystal clear that this non free part is not used
in OOo and also hinders programmers from accidential modification of these 
parts.
@hjs: is this possible at all ?
