I checked with "2.0.2  German version WIN XP: [680m5(Build9011)]" and can not
confirm this problem.

Steps to reproduce (test will also work if you do not follow strictly to all 
steps):
0. Close OOo
1. on WIN Task bar, push START button
2. Open an new document using
   Programs - OOo2 - WRITER
3. Push "compass icon", if no navigator is visible
4. Press "Headings" in Navigator
5. Press "Menu Key" on keyboard (pls. see attached 'KB_Germany.odg'!)
   Expected: context menu should open (as it does with mouse right click)
   Actual: nothing

If you use 'rightclick' or <Shift F10>, the context menu opens as expected.
It is unintuitive that the 'Menu Key' works in several windows (try the empty
page area in the opened document', but in other ones as Navigator and Styles
Manager it does not
