In the format menu the entry chart wall is disabled, but you get "chart wall"
via "object properties". In the old chart you get "chart area" automatically. If
you copy the chart as GDI-Object, you see that a "chart wall" doesn't exist.
Therefore I think, that the error is not, that the color cannot be set, but that
the object properties show the "chart wall" dialog.
