I can confirm that, for example,
<ftp://ftp.rz.tu-bs.de/pub/mirror/OpenOffice.org/localized> does not contain any
"es" folder.
I belive before we discuss the question concerning mirror contents and links to
mirror contents it should be checked whether the projet state allows automatic
mirroring.
No idea what criteria a localization might have to fulfill to be hosted on the
mirrors :-/
