I went to my wife's new Dell notebook, installed OO 2.1, filled a new Writer document with garbage text (a few pages), turned on "smooth scrolling", hit the "Page Up" and "Page Down" keys (important) and instantly saw the bug. This bug is clearly there on different computers and is easily reproducible.
