Some more information: James has reported a problem with testtool which started
in m173, so I tried the build of m172 and find that testtool and
Inspector.uno.pkg are both working fine. To complete the m172 build required an
update of module cppuhelper to m173. If we are lucky there is a common cause for
this issue and issue 69378
