Some notes:
When you want to open an UTF-8 encoded text file, you have to choose "Text,
encoded" in the File type selection box of the file open dialog. Then the text
filter dialog comes up, lets you choose "UTF-8" and the file looks fine (The
hungarinan characters look correct).
=> This is not a bug because "Encoding guessing" has not been implemented.
For the loop of the other file, please file an issue for the component
"spreadsheet" because the .XLS (Excel) filter belongs there. I noted that
re-saving the document with Excel as Spreadsheet (.xls) makes the file open
correctly in "no time" in OOo 2.1.
